  1. HQ U.S. Forces Japan (USFJ) has reviewed its manning requirements and identified the required augmentation to execute KE24. Augmentation requirements were tasked to components via HQ USINDOPACOM TASKORD.
     
  2. Exercise KE24 will be conducted as a 24-hour, bilateral operation from 1 Feb – 8 Feb 2024. USFJ has identified specific augmentation requirements in the published joint manning document (JMD). The Reporting Instructions first section contains Administrative Information; the second section is General Information, which is applicable to many augmentees; the third section contains the USFJ Directorate Points of Contact. All Individual Augmentees need to understand and adhere to the requirements provided below.

1.Administrative Information

  1. Administrative instructions: It is crucial that these reporting instructions are disseminated to the actual individual augmentees so they can properly prepare for their duties. NOTE:  CCCJTF personnel should disregard these Reporting Instruction and refer instead to COMPACFLT’s Reporting Instructions.
     
  2. Commands and units providing augmentation personnel to USFJ must submit the following information to USFJ/J11 via the USINDOPACOM JMD database:
    - Augmentee's full name, grade, SSN, gender, and service.
    - Military specialty code.
    - Security clearance.
    - Identify whether active duty or reserve member.
    - Full name of home unit (spelled out), unit address (physical and mailing), unit DSN telephone number, and e-mail address that can be accessed at any time.
  1. TPFDD information: TPFDD message is posted in the NEWSGROUP on the INDOPACOM Server at: scgsfnews.gccs.pacom.smil.mil, the NEWSGROUP name is “EXERCISE.KE24.PS22.CPX.PACOM.PLANS”. Please refer to USFJ/J43, plans & exercise branch, DSN 315-225-2450, for more TPFDD guidance.
     
  2. Mail: Because exercise KE24 is a relatively short exercise, augments shall not have personal mail sent or forwarded to them. If mail must be sent or forwarded, use your respective sponsor's official address. Coordination between augments and their sponsor is required in advance.
     
  3. Uniforms and equipment: The duty uniform for all services for the exercise will be the appropriate utility uniform. Alternate Navy uniform may be service khaki for E-7 and above. Flight suits are permitted. No chemical or contingency deployment gear is required. Appropriate casual civilian attire should be brought for use during off-duty periods. Appropriate cold weather clothing/uniform items are recommended.
  1. Preparation of orders: Commands providing individual augmentees are responsible for issuing CED/TDY/TAD orders. All movement orders (CED/TDY/TAD/reserve annual training/ADT, etc) must contain the augmentee’s tasked Unit Line Number (ULN). This will ensure appropriate accountability and routing once the individual arrives. An individual country clearance to enter Japan is not required for personnel involved in USFJ exercises. Orders which specify "to participate in Exercise KEEN EDGE 2024" will serve as the country clearance. All orders must include the following statements unless otherwise stated in the location specific instructions:
    - Purpose of CED/TDY/TAD is "To participate in exercise KEEN EDGE 2024."
    - The travel itinerary must specify "Variation authorized."
    - “Government billeting is available and directed.”
    - Air Force Orders should be "Contingency Exercise & Deployment (CED)" orders, NOT “Regular TDY-type” orders. As the event is taking place on an AF installation, the relevant Air Force Instruction governs the management of such lodging (Contingency, Exercise, and Deployments). CED orders assists AF Lodging in the type of bed-down.
    - All other components will follow their service component processes for TDY/TAD orders.
     
  2. Billeting, meals, and local transportation: Commands providing individual augments are responsible for issuing appropriate TDY/TAD orders with associated funding. USFJ does not provide separate funding for exercises. Orders will state the purpose of the TDY/TAD is “in support of KE24”. Lodging reservations and assignments will be provided. No off-base lodging is allowed for participants travelling from outside of Japan. Augments assigned to Japan that choose to make lodging arrangements on the economy will not be provided a Non-Availability statement letter nor provided off-installation transportation.
     
  3. Passports: A copy of orders and a military ID card is sufficient for service members to enter the country. A passport is required to enter and stay in Japan if you are in the country outside the dates of orders. Civilians must enter the country using an official passport; please see Foreign Clearance Guide for details. Contact your sponsor for any questions, concerns, issues.
     
  4. Weapons: Augmentees will not bring weapons, ammunition, or weapons accessories of any kind. No knives/scissors/other cutting devises of any kind, type, or length are authorized. Replicas of any weapons are not allowed as well. No field gear is required.

2.General Information

  1. Contact with USFJ – each augmentee MUST contact their directorate sponsor. Upon receipt of assigned ULN (*NOTE: please reference the assigned ULN with initial contact to assist in tracking information), each tasked individual augmentee must contact their assigned sponsor (per the JMD) and provide the ULN they will be filling, flight arrival and departure information, airline, and flight number. In addition, please include your address, phone number, rank, and gender (this will be used for your lodging reservation). Ensure dates are accurately accounting for the time difference between Japan and Hawaii/CONUS. Augmentees must be prepared for mass in-processing upon arrival and bring the following documents: copy of orders, record of emergency data (updated within the last 30 days), copy of the signed SAAR form and (as required) bank routing information for reserve duty pay processing. Be prepared for a long day. Base restaurants may not be available upon arriving at Yokota (please coordinate with your sponsor). Mini-marts are located within walking distance of lodging. Sponsor information is included in the JMD. Sponsors will be able to provide specific information and details regarding the augmentee’s duty assignment as well as answer any questions or concerns not covered in this reporting instruction. Directorate POCs are listed in Section Three of this document.
     
  2. Reporting date/time/location. All augmentees reporting to Yokota AB and Ichigaya shall arrive in country no later than 1700, 26 January 2024. All augmentees are then required to report to Building 3260 (West Side) no later than 0915 on 27 January 2024 for mass in-processing. Base shuttles will be available with pick-up locations at the Contingency Towers and Kanto Lodge. Pre-exercise academics and warmstart/INTELEX will be held from 28-31 January 2024. Ichigaya (Tokyo) augmentees will report to Yokota AB for training and in-processing before proceeding to their duty location.
     
  3. Advanced party personnel. ULN report dates (as specified on the KE24 JMD) prior to 26 January 2024 indicate advanced party personnel. Any augment arriving prior to 26 Jan will need to closely coordinate travel and lodging arrangements with their sponsor. Advanced party personnel are still required to go through mass in-processing at the Taiyo Community Center (Bldg 3260, West Side) on 27 January 2024.
     
  4. Arriving in Japan and reception. Exercise participants approved to travel to Japan via commercial air should arrive at Narita International Airport in Tokyo (airport code "NRT") or Haneda International Airport (airport code “HND”). Further airport details are below. All participants must contact their assigned directorate sponsors with their flight information to ensure enough shuttles are available at the airport. Additional pick-up times may be established depending on demand. All participants must contact their assigned directorate sponsor (sponsors can be located via the JMD tool), or use the email contacts provided at the end of this instruction, to provide planned travel/flight itinerary information.
     
  5. Narita International Airport Instructions: Participants arriving at Narita will schedule travel to arrive at Narita between 1200 - 1700 hours JST on the tasked in-place date on the JMD. A Yokota MWR bus will provide service from Narita Terminal 1 ($40.00 one way; cash only) is the only means available for travel to Yokota AB. Buses leave Narita at 1700 and 1900 hours. All buses will arrive at Yokota’s Kanto Lodge for lodging accommodations. Additionally, there will be other people using the FSS MWR bus so it is imperative you provide your flight information to your sponsor to ensure there are enough seats on each shuttle. The MWR bus is the regularly scheduled bus that departs daily from Narita, exercise participants are to utilize this bus as it will drop you off directly at lodging. The website for the FSS MWR bus that shows the schedule and a map to get from Terminal 2 to Terminal 1 pick up location can be found at the following link: https://yokotafss.com/vehicle-operations/.
     
  6. Haneda International Airport Instructions: Participants arriving at Haneda will schedule travel to arrive at Haneda between 1200 - 1700 hours JST on the tasked in-place date on the JMD. A Yokota MWR bus will provide service from Haneda Terminal 1 ($20.00 one way; cash only) is the only means available for travel to Yokota AB. Buses leave Haneda at 1600 and 1900 hours. All buses will arrive at Yokota’s Kanto Lodge for lodging accommodations. Additionally, there will be other people using the FSS MWR bus so it is imperative you provide your flight information to your sponsor to ensure there are enough seats on each shuttle. The MWR bus is the regularly scheduled bus that departs daily from Haneda, exercise participants are to utilize this bus as it will drop you off directly at lodging.   7. Exercise participants who experience flight delays should contact their sponsor as soon as possible. If the sponsor cannot be reached, contact can be made via the USFJ command center at DSN 315-225-3253, (Comm +81 (0)42-552-2510; Ext: 5-3523) – please reference the Directorate you are tasked to augment and your sponsor’s information. Yokota AB is located in the city of Fussa, an outlying suburb of Tokyo. All domestic (non-government owned/contracted) ground transportation (trains/buses/taxis/etc) for personnel external to Japan are authorized modes of transportation, if needed.
     
  8. Billeting.
    *NOTE: LODGING RESERVATIONS THROUGH DTS ARE NOT AUTHORIZED*

The lodging process for all KE24 participants is as follows:

Kanto Lodge Air Force Inns: 
•  POC must select who will be lodging at the Air Force Inns and submit member’s names to 374fss.lodging@us.af.mil to secure their rooms.
•  The roster must have all member’s full name, rank, and gender
•  These rooms are visiting quarters with a private bath.
•  Linens and towels are provided and free Wi-Fi.
•  Check out time is 1100 for all guest on date of departure.  Late check out are subject to a late charge equal to one night’s room rate.
•  Nearby facilities: DFAC, Commissary, BX, Fitness Center and AAFES Shopette

Contingency Quarters Towers:
•  All remaining members will be placed in an apartment at the CQ Towers.
•  To receive a lodging assignment, please have your POC submit your team roster to 374fss.fsox.readiness@us.af.mil.
•  The roster must have all member’s full name, rank, gender, unit, and DODID #.
•  If predetermined roommates are selected, please make note of that on the roster.
•  Each unit will sleep 3 members with a potential of 2 additional members depending on if any emergency event occurs during KE24.
•  Each unit has 3 bedrooms with 3 mattresses (full- or twin-size). Some units may have 5 members placed Each apartment unit also is equipped with 2 COTS to enable surge
•  They have AC, 2 bathrooms (1 stand alone and 1 en-suite), a living room, dining room and a full-size kitchen.
•  Please be aware that the amenities provided in your assigned unit may vary. If you encounter any issues or limitations, please do not hesitate to bring them to our attention. However, please understand that complaints alone may not be sufficient to resolve the issue, and we will do our best to address any concerns in a timely and effective manner.
•  Linens, towels, and toiletries will NOT be provided. Members will be required to deploy with their own items.
•  The power supply in the CQ Towers are 110-120 volts with 3 prong plugs.
•  Limited cleaning supplies and toilet paper are available while supplies last.
•  Nearby facilities: AAFES Shopette

     Items to bring: SIPR token, working uniforms, working uniform jacket, PT gear, shower shoes, soap and other toiletries, appropriate civilian
     clothing for travel, and linen.

  1. Messing and Per Diem.
    Yokota Air Base. Government meals are available and members are authorized to use the dining facility. Per DTS, proportional per diem ($40/day) and local incidentals ($15) is appropriate for Yokota Air Base. TDY members are NOT authorized meals at no charge. Yokota Dining Facility hours of operation are from 0430-0800, 1100-1300, 1700-2000, and 2200-2400 from 2 Feb – 20 Feb 24. While on duty, time will be granted for members to eat at the Dining Facility during dining operations hours. For extenuating circumstances, if time is NOT granted, individuals are responsible to keep track and provide justification to their individual command. Depending on individual circumstances, an augment may be entitled full per diem on any given day. This will be between the individual and their command, not USFJ.

    ESM members (meal card holders): The dining facility is mandatory; units must indicate on the orders that meals are provided at government expense. With this option, all ESM members can be added to the dining facility system and will be able to scan their CAC for meals.

    While on duty, time will be granted for members to eat at the Dining Facility during dining operations hours. For extenuating circumstances, if time is NOT granted, individuals are responsible to keep track and provide justification to their individual command. Depending on individual circumstances, an augment may be entitled full per diem on any given day. This will be between the individual and their command, not USFJ.

Ichigaya: For members with duty at Ichigaya, government meals will not be provided. Members will be entitled to full per diem while working at Ichigaya.

  1. Pre-exercise Events.
    A required base briefing will be provided on 27 January in the Taiyo Community Center (Bldg 3260, West Side). HQ USFJ staff academics will be provided on 28 January. Augments will receive Directorate specific training 29-30 January. As early as 30 Jan, a Warm start and an INTEL-only Exercise will take place. Contact your sponsor to confirm times / specifics.
     
  2. Security Clearances.
    Personnel with duties requiring Sensitive Compartmented Information (SCI) access should have their Special Security Office (SSO) pass their security clearance via DISS. The USFJ SCI Security Management Office (SMO) code is USFJSSR-3 and the USFJ COLLATERAL SMO code (Top Secret, Secret or Confidential) is 62874.
    Please name the DISS visit “KE24/add a name” and use KE24/2024 as the POC.
    All security clearances must be current or have an OPEN investigation and be forwarded no later than 45 days prior to reporting date in order to prepare Entry Authority Lists (EAL) for the various work areas.

  1. Computer Network Accounts for USFJ Augments and USFJ-assigned Reservists.
    - Instructions can be found on the USFJ Intelink SharePoint portal located at Account Creation Docs - All Documents (intelink.gov).
    - Send a completed System Authorization Access Request, Air Force Form 4394 User Agreement, DD Form 2842, DoD Cyber Awareness Challenge certificate, and Derivative Classification certificate to the USFJ Helpdesk at indopacom.yokota.usfj.mbx.account-management@mail.mil; all forms and certificates shall be sent in a single email to the USFJ Helpdesk.  All forms must be digitally signed and fully completed, including the supervisor and security clearance verification section prior to submission to the USFJ Helpdesk.  Cyber Awareness Challenge and Derivative Classification certificates must be current within the FY.
    - For SIPR access, augmentees MUST bring a token issued from home station as they will NOT be issued a token locally (username and password WILL NOT be used).  Failure to bring a SIPR token will result in an augmentee not having access to SIPR.
    - For USFJ-assigned Reservists reporting to USFJ for the first time or otherwise do not already have an issued SIPR token, it is imperative that you clearly identify yourself as a USFJ-assigned Reservist to ensure to ensure the appropriate NIPR/SIPR account creation is initiated.  The process for obtaining a SIPR token at Yokota is lengthy and outside of the direct control of USFJ J6.  Failure to abide by the prescribed timelines may result in a USFJ-assigned Reservist not having access to SIPR.  The issuance of a SIPR token at Yokota will be limited to USFJ-assigned Reservists only; augmentees shall follow the instruction described in the paragraph above.
    - Computer network account packages must be received by the USFJ Helpdesk NLT 15 December.

  2. For USAF participants supporting 5AF, or participants utilizing AFIS,

Network Access Requirements: Exercise participants will require working NIPRNet, SIPRNet, MPE MLCNET, and CENTRIX-J accounts, as well as an active SIPRNet Token. Members will verify their SIPRNet account is active and their SIPRNet token works prior to departure from home station. The SIPRNet account’s TDY status is necessary for successful exercise execution.

*** Yokota AB has an especially limited capacity to replace SIPRNet tokens. SIPRNet token issuance and replacement takes a minimum of 2 weeks. ***

  • PACAF-assigned exercise participants DO NOT require a change to SIPRNet Token status.
  • Non-PACAF assigned exercise participants: MUST change their SIPRNet account to TDY status and provide copies of their completed DD form 2875, AF 4394 Network User Agreement and DoD IAA Cyber Awareness Challenge certificate by 15 Dec 23.

Exercise participants must request SIPR, MPE MLCNET, and CENTRIXS-J user accounts using following site: https://usaf.dps.mil/sites/yokota/5AF/A6/SitePages/5%20AF%20A6%20In-Processing.aspx. Participants must provide the following documents by 15 Dec 23.

  • A copy of DoD IAA Cyber Awareness Challenge certificate. (Must be current within the year and not expired throughout member’s deployment)
  • DD2875 and DD2842 for SIPR account
  • AF 4394 - Network User Agreement

Required Network Accounts: All exercise participants will require MPE MLCNET, and CENTRIXS-J accounts by 15 Dec 23. Exercise participants must submit for accounts at: https://intelshare.intelink.gov/sites/mnis/support/SitePages/Home.aspx and must provide the following documents:

  • DD 2875 for CENTRIXS-J/MLCNET account request (Download form and submit account request from provided link, then checkmark CENTRIXS-J and MLCNET blocks)
  • If MAAP TK and TBMCS access are required, please check/annotate on block 13a of the form.
  • A copy of DoD IAA Cyber Awareness Challenge certificate. (Must be current within the year and not expired throughout member’s deployment)

  1. Liberty Policy and Foreign Clearance Guide.
    All military personnel reporting for the exercise must comply with the USFJ Commander's Liberty Policy. The current Liberty Policy is postedontheForeignClearanceGuidewebsite(https://www.fcg.pentagon.mil/) and/or the USFJ website (http://www.usfj.mil/liberty-order/) and contains information on any alcohol restrictions and curfew hours. ***NOTE*** Any violation could be subject to administrative and/or judicial punishment under the UCMJ.
