U.S. Forces Japan, JJS enhance bilateral disaster response capabilities during Joint Exercise Rescue 2026

U.S. military personnel and the Japan Self-Defense Forces Joint Operations Command (JJOC) commenced Joint Exercise Rescue (JXR) 2026 this July, conducting a large-scale, bilateral disaster relief simulation designed to test and strengthen emergency response capabilities.

Based on a simulated maximum-class Nankai Trough megathrust earthquake and subsequent tsunami impacting the Kinki region, JXR 2026 provides a critical training environment for U.S. and Japanese forces to synchronize their crisis response.

During the exercise, U.S. forces will focus on rehearsing tailored logistics and personnel support in direct response to the Government of Japan’s requirements. Key training objectives include executing bilateral medical support, coordinating complex evacuation capabilities, and managing sustained life-support operations in extreme disaster conditions.

“Joint Exercise Rescue is an opportunity for U.S. Forces Japan and JJOC to stress-test our coordination mechanisms and ensure that, in the event of a real-world catastrophe, our bilateral response is rapid, seamless, and effective," said U.S. Air Force Col. Mark Schulman, USFJ Director of Training and Exercises. "Our primary focus during this exercise is supporting the Government of Japan's lifesaving efforts and mitigating the impact of severe disasters."

The exercise will also feature simulated crisis communications, including bilateral press conferences, to ensure both U.S. and JSDF public affairs teams can provide timely, unified, and accurate information to the public during a complex emergency.

Ultimately, JXR 2026 serves as a demonstration of the operational strength of the U.S.-Japan Alliance, reinforcing a shared, enduring commitment to regional security, domestic stability, and the protection of human life.

演習期間中、米軍は日本政府の要請に直接対応し、状況に応じた、後方支援および要員支援の訓練に重点を置きます。主な訓練目的としては、二国間の医療支援の実施、複雑な避難能力の調整、および極度の災害状況下における持続的な生命維持活動の管理などが挙げられます。

「『統合防災演習』は、在日米軍とJJOCにとって、調整・連携メカニズムの耐性を検証し実際の災害発生時に両国の対応が迅速かつ円滑かつ効果的に行われることを確実にするための機会である」と、在日米軍の訓練・演習担当部長である米空軍のマーク・シュルマン大佐は述べました。更に「今回の演習における我々の焦点は、日本政府の人命救助活動を支援し大規模災害の影響を軽減することにあります。」と述べました。

また、この演習では、複雑な緊急事態が発生した際に、米国および自衛隊の広報チームが迅速かつ統一された正確な情報を一般市民に提供できるよう、二国間の記者会見を含む危機対応広報のシミュレーションも行われます。

08JXR は日米同盟の運用上の強固さを示すものであり地域の安全保障、国内の安定、そして人命の保護に対する、両国共通の揺るぎない決意を再確認するものです。
