
About the Task Force:
In February 2008, United States Forces Japan instituted a SAPR TF to review and reinforce sexual assault and prevention training and practices throughout US military installations in Japan. The SAPR TF mission was to review existing component and installation SAPR programs and determine methods to reinforce them. This site was created to outline best practices identified by the task force and provide a link to invaluable SAPR-related resources:
Best Practices:
- Use of interactive training with small groups
- Close relationship with local business organizations
- Bilateral Patrols/Courtesy Patrols
- Week long Cultural/Language orientation program
- ID card scanning system for installation control
- “Community Action Information Board” (CAIB) – holistic, full-spectrum approach to prevention (from sexual assault to spiritual requirements to safety)
- Installation commander discussion with newcomers about being “male” vs. being a “man”
Installations Initiatives :
- Customize SARC training to the local environment
- Make sure SAPR training takes into account the political/strategic impacts of Japan
- Add the consequences of criminal acts and mission impact to existing training
- Add SAPR to the "100 Critical Days of Summer," tie into alcohol use and awareness
- Incorporate Japanese civilians into training to show unique cultural perspectives
- Make educating and training methods more interactive, sophisticated, and edgier; adapt the style to the audience
- Consider SAPR-related teambuilding exercises with outside facilitators
- Consider performing a mock sexual assault trial during Sexual Assault Awareness Month
- Consider more locally-generated AFN spots about sexual assault awareness
- Ensure all communications mediums offer a clear and precise definition of sexual assault; differentiate from sexual harassment
